Building Regulations are of little use if not applied effectively. With this in mind, building control surveyors will, no doubt, look back at the end of each day to assess how effective they have been. Managers also look at results and compare these their targets to assess whether their teams have performed well.

The building control inspection system, which should ensure Regulations are satisfied, is too often unable to do this. There are some obvious reasons :-
  • Lack of understanding ? - Regulators and their advisors seem either unaware of, or ignore, the nature of the construction industry. They disregard work and employment practices, the widespread lack of training and expertise, and the culture that often prevails. This has developed a building control system that is simply not fit for purpose: the lack of understanding has produced Regulations that most builders and many designers find incomprehensible and has, in more subtle ways, seriously compromised the system of enforcement.
  • Resources - The building control system is not properly resourced to deal with the results caused due to the lack of knowledge and skills of many designers and builders and the Regulations’ requirements.
  • The building control system structure - The competition between building control bodies (particularly local authorities and the private sector), encourages the skimming of lucrative work by all parties. It has also resulted in inadequate charges for some work categories. There is at least a suspicion that some building control bodies, both private and public sector, pay too much attention to their clients’ wishes and too little to the public’s health and safety.
  • Performance management - Performance standards have been developed which, though well intentioned, have actually reduced rather than increased effectiveness. By concentrating on things of questionable value, the pressures they have created have diverted resources towards often unnecessary cycles of inspections of easy, non-controversial projects just to keep the numbers on target. In the public sector in particular this is having a serious, and often unrecognised, impact.

Industri pembinaan paling terjejas


KUALA LUMPUR 26 Ogos - Menteri Kerja Raya, Datuk Ir. Mohd. Zin Mohamed berkata, industri pembinaan tempatan merupakan sektor yang paling terjejas berikutan penstrukturan semula subsidi minyak yang diumumkan oleh kerajaan pada 4 Jun lalu.

Katanya, syarikat pembinaan di negara ini telah mendapat manfaat daripada sistem subsidi minyak kerajaan sejak sekian lama kerana banyak projek infrastruktur yang dilaksanakan menggunakan barangan dan perkhidmatan domestik.

"Kenaikan harga minyak dunia turut meningkatkan kos pembinaan kerana bahan-bahan binaan seperti simen dan keluli mengalami kenaikan harga yang mendadak sehingga menyebabkan projek pembinaan mungkin tergendala," katanya.

Beliau berkata demikian ketika berucap merasmikan Pameran Binaan Antarabangsa Malaysia (MALBEX) 2008 di sini hari ini.

Teks ucapan beliau dibacakan oleh timbalannya, Datuk Yong Khoon Seng.

Pameran anjuran bersama Reed Exhibitions Sdn. Bhd., (Reed) dan Lembaga Pembangunan Industri Pembinaan Malaysia (CIDB) itu akan berlangsung selama empat hari hingga Khamis ini di Pusat Konvensyen Kuala Lumpur (KLCC).

Turut hadir Presiden Asia Pasifik Reed, Paul Beh; Pengerusi CIDB, Datuk Ir. Jamilus Hussien; Ketua Eksekutif CIDB, Datuk Ir. Hamzah Hasan dan Presiden Persatuan Pemaju Hartanah dan Perumahan Malaysia (REHDA), Datuk Ng Seing Liong.

Mohd. Zin berkata, para kontraktor dan pemaju perumahan boleh memilih untuk menyingkatkan tempoh kerja-kerja pembinaan sebagai salah satu cara bagi mengurangkan risiko projek pembinaan tergendala dengan kadar kos yang tinggi.

"Sekiranya sesuatu projek yang memerlukan tempoh pembinaan selama 18 hingga 24 bulan dapat disingkatkan kepada empat bulan untuk disiapkan, maka ia turut berupaya meningkatkan produktiviti setiap projek yang dilaksanakan pada tahap terbaik," ujarnya.

Menurutnya, tempoh kerja pembinaan boleh disingkatkan dengan menggunakan teknik-teknik pembinaan yang lebih canggih dan menjimatkan kos di samping memecahkan projek pembinaan kepada fasa kecil.

"Sebagai contohnya, penggunaan teknologi sistem binaan berindustri (IBS) perlu digalakkan dalam projek-projek awam dan swasta untuk membantu menangani masalah-masalah yang melanda industri pembinaan di negara ini," katanya.

Sementara itu, Jamilus memberitahu, pihaknya telah menubuhkan satu jawatankuasa pelaksanaan IBS untuk memperluaskan penggunaan teknologi tersebut dalam sektor pembinaan tempatan.

"Kita telah merangka satu pelan induk IBS selama 10 tahun beserta beberapa program bersepadu untuk disertai oleh golongan yang terlibat dalam industri pembinaan bagi menggalakkan penggunaan IBS di negara ini," jelasnya.
