Do you know what is Building Control?


1.1 Introduction
Building Control

When new buildings, extensions or alterations are being considered, most people automatically assume that Planning Permission will be required and whilst this is often true, there is usually much confusion in the public's mind between Planning and Building Control. Whether or not Planning Permission is required, the work will, in most cases, have to satisfy national Building Regulations and it is this function that is termed 'Building Control'.

Whilst Planning relates to 'use zoning' and aesthetic design, Building Control is mainly concerned with the administration of the Building Regulations which control such matters as structural stability, means of escape in case of fire, structural fire precautions, resistance to moisture, sound and thermal insulation, stairways, drainage and access for disabled persons, amongst other things. This form of control ensures that buildings will be safe and will not pose a health risk to the occupants. It also ensures that buildings will be thermally efficient and accessible to disabled persons.

Control is exercised principally in two ways, i.e by the submission of plans to the Local Authority and by the inspection of work on site, although an increasing number of projects are now dealt with under a simplified procedure called a Building Notice whereby control is wholly exercised on site.

In addition to dealing with Building Regulations, most Building Control sections also undertake a range of other duties, e.g control of dangerous structures and demolition, safety of sports grounds, street naming and numbering etc, although these functions may vary from Authority to Authority.

1.2 In general the main objectives and targets of building control are to:

1.2.1 Dealing with Applications, this will include-
• To give a decision on Full Plans applications within time and examine applications and either issue a decision or request additional information or amendment within that time,
• To examine all Building Notice applications within time to allow work to proceed,
• To examine Initial Notices from approved inspectors and issue a decision within effective time.
1.2.2 Carry out Inspections on Site, this will include-
• To inspect works under construction at the appropriate stage, as requested, to achieve compliance with the Building Regulations,
• To ensure that any inspection of work requested is carried out at the requested period and time,
• To accept requests for inspection of works other than commencement and completion notices,
• To issue a certificate of completion following a final inspection when all work has been satisfactorily inspected and completed in accordance with the Building Regulations.
1.2.3 Inspect Dangerous Structures and Demolitions, this will include-
• To carry out inspection on dangerous structures if possible within a few hours of notification and always on the same day,
• To serve notices of demolition within specific time of the notification of intent,
1.2.4 Provide advice, this will include-
• Providing advices to applicants and other enquirers on matters appertaining to the Building Regulations.

1.3 Job description
Building control surveyors ensure that building control regulations are observed in the planning and construction stages of new buildings and most property extensions and conversions (certain smaller projects are exempt from control under The Building Act/Regulations). On complex projects they may be involved at the pre-application stage, to offer advice on design issues.
Building Control Surveyors provide a service to the community by ensuring that buildings comply with Building Regulations. Surveyors are expert in the Building Regulations and provide advice to builders, architects and other professionals.

Building control surveyors use their professional skill and judgement to offer advice on acceptable solutions to meet the statutory requirements of regulations. After the work has commenced, they make site visits at different stages to ensure that the construction is being properly carried out.

This is information construction guidelines, hope it can be useful to improve our skills

CONSTRUCTION GUIDELINES
Pre-Construction Requirements
• No Works whatsoever shall commence on any Lot without:-
a) The Development Consent of the Vendor;
b) The Building Plan Approval; and
c) The Construction Consent of the Vendor first had and obtained.

• The Owner'shall submit the proposed building plans together with any other supporting documents and processing fees (if any) required by the Vendor, for purposes of obtaining the Development Consent of the Vendor.
• The Owner shall not apply for the Building Plan Approval or the Construction Consent unless the Owner has obtained the Development Consent.
• Upon receipt of the Development Consent, the Owner shall at his own costs and expense apply to the Majlis Daerah Gombak or such other relevant authorities for Building Plan Approval and will take all steps necessary and use all reasonable endeavours to comply with the conditions, if any, imposed thereby.
• Upon receipt of the Building Plan Approval, the Owner shall apply to the Vendor for its Construction Consent supported by, inter alia, the following documents and plans:-
a) Two (2) sets of Approved Building Plans;
b) A statement of the minimum floor area and the construction cost involved; and,
c) A certified true copy of the Building Plan Approval.

• The documents and plans submitted pursuant to above Paragraph shall bear the signatures of the following persons:
a) The Owner's signature on the Building Plans;
b) The Architect's seal and signature on the architectural plans;
c) The Engineer's seal and signature on structural mechanical and electrical plans.
d) The Vendor will at a subsequent date return a copy each of the aforesaid documents and plans to the Owner and the Building Contractorrespectively. A copy of the aforesaid documents and plans will be kept in the custody of the Vendor.



4. CONSTRUCTION STAGE DURING CONSTRUCTION
Access and Inspection
The Developer and their duly authorised representatives shall have the right at all reasonable
times to have access to the Lot and to inspect any building constructed or under construction
on the Lot.

Usage and Preservation Of Infrastructure And Community Area
 Upon delivery of vacant possession of the Lot, the Owner of the Lot shall be given a copy of the "Infrastructure and Services Drawing". The Owner shall observe the location of all Utilities serving the Lot as shown on the "Infrastructure and Services Drawing" and be responsible for the preservation of all underground cabling, the sewerage system, and the drainage system and so on.
• The Owner of the Lot shall ensure that:
i) The sewerage installations within die Building is properly connected to the seweragemain serving the Lot;
ii) All drainage pipes are connected to the drainage main system and that no additional drainage outside the Property Line of the Lot is installed without the prior written approval of the Vendor;

 The Owner of the Lot is responsible in ensuring that the Utilities and other infrastructure of Sierramas are being preserved and protected from any damage whether directly or indirectly caused by the carrying on the construction work on the Lot. Without limiting the generality of the foregoing, the Owner must ensure that:
i) the drains anchor sewers are not clogged, by providing silt traps and temporary
drainage within the Lot to minimise silting to the underground drain pipes;
ii) The Utilities connecting points, fire hydrant and street lighting are free from
damage and not obstructed in any manner whatsoever;
iii) The kerbs and/or footpath pavers are not removed, altered or damaged in any
manner whatsoever;
iv) The lot monuments marking the Property Line of the Lot are not being removed;
v) Noise pollution as a result of piling work is minimised, by using drop or hydraulic
hammer.

• Preservation of Landscape
i. The Owner of die Lot shall ensure that die landscape including any trees scrubs, plants and other landscape materials are preserved and protected from damage at ail times.
ii. Without limiting the generality of Paragraph 4.4.1, the Owner of the Lot shall ensure that no construction material of any kind escape into the Road Reserve Set-back Zone, especially fuels, chemicals or liquid compounds such as diesel, petroleum and mortar slurry which may penetrate the ground causing detrimental effect to plants.

Storage of Construction Materials
• The storage of all construction material during the Construction Period is
only allowed. Within the Property Line of the Lot.
• The Owner of the Lot shall not store any construction materials on die
roads or Community Area whether on a permanent or temporary basis.

Maintenance of Construction Site and its Vicinity
Owner of the Lot shall and shall cause die Building Contractor to maintain at all times the construction site and its vicinity in a sanitary condition and free from rubbish and debris arising from the execution of the Works. Upon completion of the Works, the Owner shall and shall cause the Building Contractor to clear away from the Site all surplus materials plant temporary building and other equipment and shall remove all rubbish and construction debris and leave the Site in good order. Dumping of rubbish and construction debris within Sierramas is strictly prohibited. Upon failure of the Owner of the Lot to comply with this condition, the Vendor shall be entitled to clean the premises and ail costs arising therefrom shall be deducted from the Guarantee Deposit.

5 AFTER CONSTRUCTION

• Construction Debris and Materials
There' should be no construction debris: and/or excess materials left anywhere in (he vicinity of the construction site upon completion of all construction works. Upon failure by the Owner of the Lot to clean up. the Vendor shall be entitled to do same and deduct all costs arising from the Guarantee Deposit.
• Damage to Common Areas and Utilities
Any damage to common areas and Utilities within Sierramas including but not limited to the footpath pavers, kerbs, street, plants and landscape, as a result of the act or default or negligence of the Building Contractor or the Owner of the Lot shall be restored by the Owner at his own costs failing which the Vendor is entitled to do the same and deduct all costs arising therefrom from the Guarantee Deposit.

4.10 Removal of Construction Equipment and Vehides
There should be no construction equipments and vehicles left anywhere in the vicinity of the construction site upon completion of the construction works.

4.11 Retrieval of Workers' IDs
4.11.1 IDs issued by the Vendor to construction workers are valid for a limited period only and relevant for use for the particular construction site applied for. It is not valid for use at another construction site within Sierramas and must be surrendered to the Vendor upon completion of the applicable for the construction project.
4.11.2 Any worker failing to surrender his ID following the completion of the construction works will be prohibited from working in any other construction site within Sierramas.
4.12 Aborted Construction Project
In case of construction being aborted or abandoned by the Owner of the Lot, the Vendor reserves the right to suspend and/or revoke the Construction Consent until further notice.

4.13 Refund of Guarantee Deposit
• .13.1 The Owner of the Lot shall notify the Vendor upon the Practical Completion of the Works on the Lot.
4.13.2 Upon die Practical Completion of the Works and after due inspection by the Vendor, the Vendor shall refund the Guarantee Deposit less such penalties to fines or other lawful deductions pursuant to the' Guidelines.
4.13.3 In die event the Guarantee Deposit shall be insufficient; any monies due from the Owner shall be recoverable by the Developer as a debt due from THE 'Owner.

5. RESERVATION
The Vendor reserves the right from time to time to amend or supplement the foregoing rules and regulations and to make such additional rules, regulations, additional restrictive, covenants and modifications applicable to any Lots as may be necessary for the protection and benefits of Sierramas Provided That notice of such rules and regulations and amendments" and supplements thereto (if any) shall be given to all owners.
Further, the Vendor hereby reserves the right to enter into agreements with the Owner of any Lot (without the consent of the owners of the other Lots) to deviate from these restrictions herein set forth and any such deviation which shall be made by agreement in writing shall not constitute a waiver of any such restrictions as to the remaining Lots in Sierramas and the same shall remain fully enforceable by the Vendor as to all other Lots located therein.
6. REMEDIES FOR BREACH
A breach of any of the provisions and/or restrictions herein shall entitle the Vendor the right to impose a penalty or claim damages from the Owner and to prohibit the contractors of the Owner and/or their workers from entering the Land and/or Sierramas or to proceed in law or in equity to compel compliance with the terms or these Guidelines and restrictions and/or to prevent a violation or a breach of any of them. Invalidation of any of these Guidelines and/or restrictions by a judgement of a court shall in no way affect any of the other provisions herein which shall remain in full force and effect.

KESAN daripada beberapa kejadian ke atas bangunan kerajaan, Kementerian Kerjaraya kini berusaha mempertingkatkan tahap pemantauan projek khususnya dalam aspek kualiti pembinaan dan penyelenggaraan dengan mewujudkan Bahagian Juruukur Bangunan di bawah Jabatan Kerja Raya (JKR).


Situasi ini jelas menunjukkan tahap kematangan kementerian berkenaan bagi memulihkan imej JKR dalam menangani kes kerosakan bangunan terutama bagi bangunan baru siap dibina.

Segala usaha itu pasti memberi banyak faedah kepada bangunan kerajaan, namun bagaimana pula nasib bangunan milik persendirian yang dibina oleh pemaju? Siapakah yang berkelayakan serta mampu mewakili mereka bagi memantau tahap kualiti pembinaan yang dilakukan oleh pemaju ke atas hartanah yang dibeli?

Pelaksanaan konsep ‘Bina dan Jual’ oleh kerajaan dalam masa terdekat ini pasti dapat mengatasi masalah rumah terbengkalai serta pembeli yang teraniaya oleh pemaju tidak bertanggungjawab memang tepat pada masanya.

Untuk memastikan kepentingan pembeli hartanah sentiasa dijaga, kewujudan Akta Juruukur Bangunan perlu dipercepatkan. Ia bertujuan untuk memastikan peranan Juruukur Bangunan diperluaskan ke peringkat kepentingan awam.

Tindakan kerajaan mempertingkat sistem penyampaian awam memang dialu-alukan, namun ia mesti dibuat secara menyeluruh agar seluruh rakyat menerima faedah yang sama tanpa mengira status bangunan yang dibina.

Perkhidmatan Juruukur Bangunan ini sebenarnya tidak akan menambah atau menyebabkan beban kewangan kepada pemilik bangunan. Pendapat ini diutarakan kerana sebahagian besar perkhidmatannya melalui perkhidmatan dengan kerajaan atau pihak berkuasa tempatan (PBT) terutama untuk menyemak dan memastikan pihak tertentu yang terbabit dalam pembinaan mematuhi arahan kerajaan, undang-undang, piawaian dan peraturan yang ditetapkan.

Antara faedah yang boleh diperoleh oleh masyarakat umum, pengguna dan pemilik bangunan apabila mendapat perkhidmatan Juruukur Bangunan adalah seperti berikut:

l Menghindari pembeli bangunan daripada mendapat bangunan rosak dan tidak mengikut piawaian atau syarat yang ditetapkan oleh undang-undang ataupun kontrak jual beli.

l Mewakili dan melindungi hak pembeli dalam rundingan pembelian atau pemilikan sesuatu hartanah atau bangunan supaya semua syarat jual beli diteliti terutama berkaitan keadaan bangunan, kerosakan, keadaan lapuk dan kewajaran harganya.

l Berkebolehan dalam menjalankan tugas penyiasatan bangunan dari semasa ke semasa, berkala atau secara panggilan bagi menentukan tahap keselesaan, kesihatan dan keselamatan penghuni/pengguna bangunan terjamin.

l Menasihati dan memberi maklum balas mengenai langkah pencegahan penyenggaraan dalam reka bentuk dan mengesyorkan kesesuaian bahan binaan.

l Membantu dalam mempercepat proses kelulusan pelan bangunan dan mewakili kerajaan dalam menyemak Sijil Penyiapan dan Pematuhan (CCC) yang dikeluarkan oleh arkitek/jurutera untuk tujuan pengesahan.

Kini profesion Juruukur Bangunan mula dikenali umum dan ia juga melalui proses pengiktirafan kerajaan sebaik saja Datuk Seri S Samy Vellu menyatakan Akta Juruukur Bangunan akan diwujudkan dalam masa terdekat.

Situasi ini jelas menunjukkan bahawa kerajaan bersedia membuat satu perubahan drastik bagi mengatasi segala kelemahan dalam sistem pemantauan projek pembinaan dan penyelenggaraan bangunan yang sekian lama diamalkan di negara ini.

Bagaimanapun, cadangan untuk meletakkan Akta Juruukur Bangunan di bawah akta tertentu perlu dielakkan kerana ia akan menyekat profesion ini daripada menjalankan tanggungjawab serta peranannya secara telus dan berkesan.

Pertimbangan yang sewajarnya perlu diberikan agar Akta Juruukur Bangunan ini dapat diwujudkan secara berasingan daripada akta lain kerana skop kerja serta profesion mereka berbeza di antara satu sama lain.

Profesion Juruukur Bangunan adalah pelengkap kepada profesion lain seperti Arkitek, Perancang, Jurutera, Juruukur Bahan, Juruukur Tanah dan Jurunilai Hartanah dalam melaksanakan sesuatu projek pembangunan hartanah.

UKUR BANGUNAN PERLU REVOLUSI



Tujuan lagu ini diperdendangkan kepada pembaca ialah untuk kita berfikir sejenak.Persoalan utamanya ialah kita perlukan satu revolusi bagi 'membangunkan' jurukur bangunan.Perubahan revolusi ini ialah MENOLAK orang atasan yang menerajui ukur bangunan dan golongan muda mengambil alih tampuk dalam menerajui ukur bangunan.Ia bertepatan dengan situasi sekarang dan seharusnya sejarah MEIJI dijadikan panduan.Ulasan ini bukan untuk menuding jari,tapi itulah hakikatnya.Dari kita duduk 'dikerusi atas' kemudian tidak proaktif dan sambil lewa dalam keadaan tunggu dan lihat maka jadilah katak dibawah tempurung.Maka fikirlah orang atas,biar golongan muda mengambil teraju ukur bangunan.Orang atas mungkin mempunyai pengalaman tetapi jika tiada ciri-ciri kepimpinan maka UNDURLAH, jangan memalukan nama ukur bangunan.Akhir kata, ukur bangunan sudah ada tetapi JIWA UKUR BANGUNAN MASIH LAGI KABUR dek kerana orang atas bersikap tunggu dan lihat ibarat "Menunggu bulan Jatuh ke Riba"

Assalamualaikum semua warga Ukur Bangunan...


Jauh disudut hati saya sebagai graduan juruukur bangunan merasa begitu sedih dan kecewa kerana sikap graduan BS yang begitu pasif untuk mempromosi bidang BS kepada masyarakat umum. Isu semasa yang jelas terpampang depan mata yang memerlukan BS bersuara tidak digunakan dengan sebaik-baiknya untuk memperjuangkan profesion BS. Sikap tunggu dan lihat sudah tidak sesuai lagi diguna pakai oleh kita. Suara BS perlu disampaikan tanpa mengira apa channel yg kita guna asalkan masyarakat tahu bahawa BS mempunyai kekuatan tersendiri untuk membantu kerajaan dalam industri binaan. Kita sepatutnya bertanya apakah sumbangan kita sehingga hari ini untuk memartabatkan BS. Jangan asyik mengharapkan orang lain untuk buat sesuatu utk BS...tapi kita. Saya berani mengeluarkan pendapat ini kerana saya sendiri telah menghantar email ke TV3 lebih dari 50 kali sebaik sahaja ada isu-isu yang berkaitan dengan peranan BS. Alhamdulillah...hasilnya email saya telah dibaca sebanyak 4 kali untuk siaran Buletin Utama bagi mempromosi BS kepada masyarakat umum terutamanya pemimpin tertinggi negara. Selain itu, rencana bertajuk 'kebolehan juruukur bangunan tidak dimanfaat' juga hasil usaha saya untuk mengetengahkan BS, rencana itu tersiar setelah hampir 20 bentuk artikal saya hantar ke media....apa yang saya cerita ini bukan untuk membangga diri atau apa juga yg anda fikir...tapi ikhlas kerana Allah...untuk BS sahaja...Cuba anda bayangkan kalau 100 atau lebih warga BS bertindak macam saya......hasiilnya anda sendiri boleh fikir...itu semua pastinya untuk kebaikan BS. Yang terbaru...atas pertolongan Allah....BS berpeluang membuat perbentangan di bangunan Parlimen pada pertengahan bulan Jun 2007. Ia merupakan jemputan 'khas' dari YBhg Dato Shahrir Samad, Pengerusi Jawatankuasa Kira-Kira Wang Negara (PAC) bagi menerangkan apakah peranan dan kepentingan juruukur bangunan di Malaysia. Itu pun setelah saya menghantar hampir 30 email kepada beberapa menteri dan ahli parlimen yang tertentu dengan mengambil kesempatan diatas isu-isu kebocoran dan kecacatan beberapa bangunan kerajaan. Harapan saya, kalian doakan kejayaan untuk kami. Message yg nak saya sampaikan......kita perlu buat sesuatu untuk tolong BS...jangan harapkan orang lain. Bunyinya agak kasar tapi kita kena terima hakikat....mana yang baik jadikan tauladan mana yang sebaliknya saya minta ampun maaf...Ikhlas dari saya...

Salam Perjuangan

Assalamualaikum kepada pembaca sekalian,

Dari meja editor,terpanggil untuk menulis perjuangan yang harus kita mulakan dari akar umbi. Seperti yang kita maklum, web blog ini diwujudkan atas beberapa faktor yang mana cabangnya merangkumi penyatuan,perhubungan,dan informasi serta visi dan misi ukur bangunan itu sendiri. Sebagai seorang Penulis (mantan MPR'02' dibawah naungan Dewan Bahasa & Pustaka) saya lebih cenderung menggunakan media sebagai salah satu solusi dalam penyatuan dan informasi seputar ukur bangunan.
Saya juga mencadangkan agar diwujudkan suatu badan khas atau alumni ukur bangunan bagi memantapkan lagi struktur kekuatan bidang ukur bangunan ini. Alumni yang dicadangkan adalah universal dimana semua jurukur bangunan di Malaysia boleh menyertainya,dimana tidak kira dimana mereka pernah mendapatkan pengajian samada di UiTM,UM,atau IPTS. Ini berikutan melalui pemerhatian saya, laman web yang diwujudkan kebiasaannya hanya untuk sesuatu 'batch' sahaja dengan kata lain mewujudkan jurang.
Sebab itu pada hemat saya,sudah perlu pihak yang menerajui ukur bangunan peringkat atasan harus PEKA dan SEDAR perlunya diwujudkan sebuah PERSATUAN atau ALUMNI UKUR BANGUNAN. Saya melihat ini merupakan satu MISI penting yang harus pihak atasan ambil kira berikutan di ISM sendiri jurukur bangunan berdaftar adalah dalam bilangan yang kecil dan mengecewakan.
Sekiranya aspek ini tidak diambil kira maka saya yakin kekuatan jurukur bangunan boleh ditempatkan didalam kelas yang lemah. Dengan adanya perasaan tanggungjawab oleh pihak yang menerajui ukur bangunan bagi menyatukan jurukur bangunan sudah pasti struktur kekuatan jurukur bangunan dapat dijana dan dibina dengan lebih sempurna.
Aspek ini tidak harus dibiar sambil lewa kerana sekiranya perkara ini tidak dilakukan segera maka apabila kerjaya jurukur bangunan sudah baik dan diterima di Malaysia maka mungkin akan timbul isu dikalangan jurukur bangunan sendiri seperti projek dimonopoli oleh pihak atasan/orang lama ukur bangunan dan prasangka yang negative terhadap kepimpinan yang menerajui ukur bangunan.
Supaya perkara ini tidak terjadi,maka sewajarnya pihak atasan ambil peduli perkara ini kerana saya berharap KERJAYA JURUKUR BANGUNAN ini BEBAS dari RASUAH serta BEBAS dari Proksi yang meranapkan imej UKUR Bangunan itu sendiri.
Saya mengakui saya kecil dalam ukur bangunan ini,saya akui saya hanya lepasan Diploma Ukur Bangunan,saya juga akui siapalah saya untuk menegur jurukur bangunan yang sudah berpangkat P.H.D atau yang sudah menerima darjah kebesaran.Namun jika tiada satu tindakan di akar umbi yang dilakukan maka nanti akan bercerai-berailah jurukur bangunan.Kita sedia maklum hari ini juga,ramai jurukur bangunan terutamanya fresh graduate banyak memperli, mengkritik bidang ukur bangunan sendiri memandangkan peluang pekerjaan yang sengit dan perlu bersaing.Oleh yang demikian jika perkara diakar umbi ini diambil kira maka barulah fresh graduate jurukur bangunan mengetahui kemana hala tuju mereka yang sepatutnya dan di landasan yang betul.Salam REFORMASI dan Bangunlah 'Orang Atas ukur bangunan' dari kepompong ism sahaja...KELUAR!!!,KELUAR!!!, ukur bangunan bukan lagi berbicara didalam ISM semata-mata.UKUR BANGUNAN PERLU mendakwahkan ukur bangunan di Malaysia.Kita jangan tunduk pada mereka yang hasad,tetapi Kita bangkit kerana atas tanggungjawab bangunan di Malaysia harus diselenggara sewajarnya dengan kepakaran kita! AYUH PERJUANGAN KITA HARUS DITERUSKAN BERMULA DARI AKAR UMBI!!!

KUALA LUMPUR: Jabatan Kerja Raya (JKR) akan menubuhkan Bahagian Juruukur Bangunan bagi memeriksa setiap bangunan kerajaan selepas siap dibina untuk memastikan semua spesifikasi dan skop kerja dipatuhi kontraktor serta subkontraktor mengikut perjanjian.


Menteri Kerjaraya, Datuk Seri S Samy Vellu, berkata bahagian itu berfungsi sebagai jabatan pusat di bawah kementeriannya untuk memastikan tahap penyelenggaraan yang mantap dikekalkan dengan mengenakan denda dalam bentuk surcaj terhadap kontraktor jika tanggungjawab diabaikan.

“Kita mahu JKR bersikap `besar kepala’ apabila bertindak tegas memastikan kontraktor dan subkontraktor projek kerajaan mematuhi prosedur kerana jika berlaku kesilapan, orang ramai tidak mencari kontraktor, sebaliknya kementerian ini dipersalahkan. Jadi, kita perlu tunjukkan kuasa kita.

“Saya mahu pegawai JKR dan agensi di bawah kementerian ini memeriksa latar belakang setiap syarikat kontraktor, termasuk pengarah, jurutera, arkitek dan pekerjanya bagi memastikan mereka benar-benar mahir dan layak menjalankan sesuatu projek.

“Setiap pegawai JKR mesti mengambil inisiatif memastikan penyelenggaraan dan kemasan setiap binaan menepati standard piawaian yang tinggi bagi reka bentuk pelaksanaan dan penyeliaan,” katanya pada sidang media selepas sesi perjumpaan dengan pegawai kanan semua agensi di bawah kementeriannya, di sini semalam.

Hadir sama, Ketua Setiausaha Kementerian Kerjaraya, Datuk Syed Jamal Syed Jaafar; Ketua Pengarah JKR, Datuk Dr Judin Abdul Karim; Ketua Pengarah Lembaga Lebuh Raya Malaysia (LLM), Datuk Mohamad Razali Othman dan Ketua Pegawai Eksekutif Lembaga Pembangunan Industri Pembinaan Malaysia (CIDB), Hamzah Hassan.

Perjumpaan itu disusuli bengkel sehari bertajuk `Pelaksanaan dan Pengukuhan Sistem Penyampaian Yang Efektif’ itu bertujuan mendapatkan maklum balas untuk menetapkan tahap piawaian standard bagi projek infrastruktur.

Samy Vellu berkata, selain penubuhan Bahagian Juruukur Bangunan bagi mengesan kecacatan dalam pembinaan, semua pegawai JKR dan agensi di bawah kementerian itu diarah merangka carta pelaksanaan ketika memberikan projek kepada sesebuah kontraktor.

“Sehubungan itu, saya cadangkan setiap projek dibahagi kepada empat peringkat dengan setiap satu memperincikan 25 peratus daripada skop kerja bagi membolehkan pemeriksaan dilakukan secara menyeluruh dan kontraktor dikenakan surcaj jika tidak mematuhi perjanjian.

“Kita boleh beri peluang kepada kontraktor membetulkan kesilapan dan mengembalikan surcaj selepas itu. Kalau masih lagi bermasalah, kita boleh senarai hitam kontraktor ini supaya tidak lagi mendapat projek kerajaan,” katanya.

Samy Vellu turut menggesa Unit Aduan di kementeriannya disusun semula supaya lebih proaktif selain mudah didekati masyarakat umum dan aduan mereka direkodkan dengan lebih cepat serta menyelesaikan rasa tidak puas hati mereka seberapa segera mungkin.
